Tear gas tears
The great majority of Guatemalan police, even the riot police, don't have gas masks. With an almost constant wind in the city, the police are probably their own worst enemy! Whereas the demonstrators can flee a tear gas attack, the police are forced to stand in formation... even as their gas causes their tears to flow.
